I'am wondering the same. For some reason I attract people on low levels too! No offense to anyone but I don't add them back if I don't know them or they don't ask me first!
I've noticed that. If they have a good looking avatar, I'll accept. If it's a bow wow, I delete. Works for me.

I am set to private so only my contacts can see my questions, if I get reported a lot or what not, I assume it's them..and then I can face the problem.
I think it's a great idea. I automatically investigate anyone that adds me as a contact. If we don't have any Q&A or friends in common - they get the ghostbusters sign!!
Or they need to send me a message letting me know how why they added me as a contact. I try to send messages as a courtesy - even on 360. I don't play that sneak & add crap.

This gets me thinking. I'm not on here for the enemy I'm here for the friends. I have not had any problems but I think that one thing you have to watch is what you post. If you post offensive or brash stuff, you're going to have those out there that are going to get you back for it.
Hmm...maybe. I never thought about that. Trolls forced me to go private. I'm just weary of those 5-minute fans (the one's who remove you quicker than they add you). Yeah, so I got some standards when it comes to adding someone back.
