They do it because they want attention, like the control, to make themselves feel like the master of the universe. Sad, really.

I think people lead others on just for the hell of it and sometimes people lead themselves on by not asking the right questions and making assumptions that they have no basis for making.
It would help if people were honest from the outset, but alas, that's not the case. I hope you're having a wonderful day, too!
I agree that all relationships should start with honesty and the ones that lead others on do not care about the other persons feelings.
