well i have to ask sometimes same..because that question never gets posted..and like 20 minutes later it does..
for exception you have to post the same question..cuz it dont post on time..
but when people ask same question kinda gets boring

Yes and no! Some people might get discouraged not being able to come up with something new. Plus, maybe someone wasn't on line the last time a certain question was asked. Maybe they shouldn't be allowed to ask something that was asked within the last say, 3 months or so.
Yeah, kinda because when you're asking your questions it already shows you if the question has been asked. I think if people really want the answers, they would pay attention to that. I think most people just do it to be annoying. But then again, the person who asked before might not have been given very good answers. So I guess it just depends on how you look at it. Guess we gotta have the good with the annoying. lol.
