The only type of alcohol abuse I know of is alcohol that is wasted...and that is just not cool
You must be crazy, have you thought about how many MORE jail centers would have to be built just so that act could be put in action? Or how many people would be convicted, and how much controversy it would arise? If you ask me, you're just asking for hell to arise.
I certainly think first-time drunk driving violations should be automatic jail time or at the very least some SERIOUS community service and some sort of public shaming.
I'd be in favor of outlawing alcohol completely or at least taxing it very heavily. Stupid people poison themselves so why not let them fund things like scholarships for kids who lost a parent to drunk drivers, or kids who have been abused by drunk parents. or vacations for people whose lives have been ripped apart by idiot alcoholics?
And instead of building more typical jails build shelters near agricultural centers. Once the illegals go home we can have prisoners give back to the people by working the fields.

If you took all of the beer wasted from senseless acts such as spilling a beer or chugging it in a wasteful way you could get an etheopian village drunk for the next 25 years. I hope people will think about that next time they slam the top of someone elses bottle with the bottom of theirs.

In my opinion, the alcohol is a drug and it's not only my op pinion. Like all drugs, it changes the user's personality and behavior, making this person do things that never would do in sober state. Alcohol is used mostly by men, but women are drinking also. The most horrifying thing is that teenagers are drinking too.
This is the main cause of family violence and divorces, child abuse, and also leads to job and friends loss.
