It says they never should have hired her in the first place. That HR person is unprofessional, bitter and likes to burn bridges.

It sounds as though they feel they have been violated in some way - metaphorically speaking - I think they may have been referring to the term on an emotional/ psychological level.
It is not good rep for the Co.
