Nope. Never have been. It's not quite natural law, because we like to think of ourselves as civilized. But it's closer to that than it is to the honor system. If it were the honor system we wouldn't need collection agencies, police, firemen, lawyers, parking tickets, prisons, welfare, cashiers, insurance companies, time clocks, door locks, handguns, military, or (this is big) legislators. We'd not need any of these things because we'd all always be doing the right thing by our fellow man.
