The PC route: there's a mental connection with being naked when you're in a shower or taking a bath, so they did it to keep people from being offended.
The humor route: You're supposed to find it amusing. Since ducks tend to spend a great deal of time in the water, you wouldn't think that they would have a need to towel off.
