This question is totally inappropriate for this open forum. I would consider it as a threat. Quite possibly to be used in a future criminal investigation.

No of course it's not appropriate why would you want to know how to injure someone unless you planned on hurting them?
I think that it is an okay question, but the asker is incriminating themselves. If I give you advice on how to hurt your landlord, or someone else and the person does get hurt you will be accused.

Sounds like a threat but also sounds like they they want an answer also.
