Women of 18 are considered to be of child bearing years and they probably don't want babies born during basic training.
I think they setup the keyboard to seperate the letters evenly between hands so one hand doesn't get used for to many words.
I don't know the first one but the keyboard is set up this way so that the letters you use the most are more easily accessable.

2. its complicated but it was because back when typewriters were new, it was, but then since they would type so fast, it would get jammed, so they changed the order so they would have to look for al the letters instead of know where they are so quickly.
1. dunno don't want to join the army
2. again i dunno i just take life as it comes
