I have noticed! It's probably a cheap brand sold in bulk? My opinion! =)
It might be because they don't buy the scented kind like you would usually find in someone's home.
i like the smell?
That's why I like to bring my own soap bottle/germ-x in my purse with me as well as a small towl so I don't have to use the paper towels or worry about whether they're out.
