The term fresh in this case means being too eager to get down to monkey business. fresh meaning that they are inexperienced. Now I have Nehna Cherry going on in my head with her song "Buffalo Stance" which contains that phrase.

Clean and sweet smelling so you can get dirty again!! LOL
