Er, this is going to be unpopular, but I don't find Johnny Depp as hot as most women. I think he's cool and I enjoy his acting, but looks-wise...not-so-much.
Underrated is Joaquin Phoenix, who is gorgeous. Who cares if he has a scar on his lip? Look at those eyes!!
Over-rated: Angelina Jolie, Pamela Anderson, Carmen Elektra.
Under-rated: Jennifer Connelly, Kate Winslet, Heather Graham.

Paris Hilton is down right ugly to me. Her face is just put together completely wrong. I get the allure of the rich/drunk/stupid and slutty, but good looking??? No way.
I've never seen anything remotely sexy or good looking in Johnny Depp. Great actor but I just prefer men.
Underrated: Diane Lane is and always has been stunning and is only getting better as she ages.
