I'd act like I didn't notice and stand up after a few seconds. UNLESS he was very attractive in which case I'd make eye contact and smile at him or make whatever sly comment popped into my head at the moment.

Happens to be often at work not that mt shirt is that low cut but it's baggy so when I bend over to put things away men are always looking. I just stand up and smile to let them know I caught them.

Well it's not polite, but I guess men only have so much self-control. But hey, I've been known to peek a little at the opposite sex myself.
