They need to define chatting. Every answer can be considered chatting. I have seen people spit out a question to a specific user by name, that is chatting. But I have been violated for chatting when I asked a general question. They suck.

That seems to be how it works all right. Adding additional information, BANG!, chatting violation! If you're not supposed to use the feature, it should be eliminated. Intentional or not, it's a setup.
