As standard 4 would be an acceptable amount, but European Regulations stipulate that for a banana to be acceptable in an EU country it must require no more than 3.
However US trade regulations specify that 3 may cause choking and other hazards due to the skin not being fully removed, and therefore a US banana must be pealed 5x. What exactly happens if it's only 3 sided has yet to be determined, but this is another solution to Mandy's rednecks problem (should keep them busy).
