I think "Yours sincerely" would be best, since this seems like a formal letter. :)

"Yours sincerely" is personal, whereas "To whom it may concern" is extremely impersonal (and kind of outdated.) I would try "Very truly yours".

I wouldn't put "Yours Sincerly" but just Sincerely. Since the Letter is "To whom it may concern" there is no need to make it more of a physical connection at the end of the letter by putting yours. Hope this helps! : )

There's no set way...Best Regards if it's friendly, Sincerely, if it's distant, it just depends on the tone of the letter. If it's a TWIMC letter, I just put sincerely....
