I'd say Minnesota.. just cuz that's where I live.. but I wouldn't say it's the BEST to live in.. but it's up on the list! :)

Tennessee - No State Income Tax, No Hurricanes, No earthquakes, Hardly any Tornadoes, Great Scenery, Cheap Energy Costs, Almost no winter, etc., etc.
Maybe, but
(1) New York STATE is fairly dull,
(2) NYC is very expensive to live in
(3) Quality of life is only really great if you have lots of $$ (or if you're willing to live like a pauper in less-than-sane conditions).
If I'm choosing a state, hmm.. probably California, because even though it's expensive, there's pretty much something for everyone, the weather's generally really good, and stuff is going on from the north to the south. Next maybe a followed by a really small state that's really cool, like Vermont or Massachusetts.
I would rank my state, Minnesota, in the next tier, because I love the city I live in (Minneapolis), the politics is progressive, people are friendly, and there are lots of lakes and nature areas if you're into that. I'd put Colorado, Arizona, Iowa (my home state) and Washington in that tier.
