Why wouldn't you? Your tear ducts still function regardless of what they're surrounded by. It'd jus' be a lil hard to tell.

I think you can, because when you cry your just release salt water from your eyes but the thing is, usually when people cry they gasp, and gasping for air under water is bad. =)

Sure you can. The teardrops just get mixed with the rest of the water. Otherwise, it depends on how you define "cry." You really shouldn't try sobbing underwater, if you can prevent it (can't breathe).
