Over, but I am the only in the house who does...so I have to usually deal with it under.

definately over..but when you live and work with the chicks that i do that doesnt even put the new roll where it belongs but on the back of the toilet or across the bathroom on the sink where you cant even reach it or just dont buy any at all than you are thankful whether over/under that its there
