It could be a call centre trying to sell you something or a survey etc.

I don't call back ppl who don't leave me voice mails. It's annoying. I have no idea why they called or what their motive was for calling so I wait until I know why the called. Otherwise..I don't call them back. It's a waste of time to call back a # if they didn't leave you a vm.
