No, not really. They could just be emphasising their point. But I rarely give those answers best answer as they are hard to read and it seems they are trying to hard to get attention.

I work at a hospital and everything we do is in all caps
I write D5W and not d5w, for a patient
I WRITE IN ALL CAPS MOST EVERYTHING
That is the internet speak. Although some people don't know any better. All caps is hard on the eyes& if for no other reason than that,I do not like them!
I TEND TO IGNORE THEM!
in my opinion just two possibilities:
1. SHOUT
2. EMPHASIZE
