not at all...we used to live in a condo and our next door neighbors were always so loud but it would be at like 3 in the morning...we never really heard them but the people who lived downstairs from them heard it all the time (we know the people who lived downstairs) so they came up one day and told them that they were too loud and needed to be considerate of their neighbors haha
Let them have there fun! try headphones or quiet music to drown it out. If I were your neighbour, a letter like that would only encourage me to turn up the volume lol x
