In theory, its great, but then you have to get into the tough questions like:
Who decides what constitutes good parenting skills?
What happens if a parent snaps, has PPD,PPP?
Why should the government be involved?
What age is acceptable to be a parent?
What groups of people can be good parents?
The fact is, a good parent can become a bad one, and vice versa. Our government way too much involvment in the parenting process as it is, so giving them the ability to determine who can have kids is just asking for a s**tstorm of problems.

Absolutely! I think it's a great idea. It's not fair for the kids that come in the world and go right away on welfare.
with so many children raising themselves in the streets while their parents are out doing drugs and getting drunk, sounds like a great idea. At the very least, parenting should be taught in school, some people have no idea....
There is an argument on that and i agree, people should be licensed and tested for a year before being approved to have kids but then how will you stop them from procriating?

But i think if a mother neglects her child/kills/beats or can't raise them, she should have her tubes tied!
No thats stupid, especially since there are foster parents that have a license and some of them aren't worth a damn. I also hate those parents that think because they went to a class or two that makes them a superior genius parents. Parenting is learned by actually having a kid not reading it out of some book especially since every child is different and has different needs and methods of discipline. Especially since I know a couple like that, that went through hours of classes and read the books and looked down on my mother for how I was raised and I rarely got in trouble and their kids are the spawn of Satan they have no respect for anything or anybody and act out all the time........ anyway so what im saying, classes, school, books, to give a person a license to have a child still doesnt mean they are going to know what they are doing when it comes to the actual human child.
Unfortunately even with licenses it would be impossible to stop stupid people from having sex with other stupid people.

you need a license to catch a fish and drive a car but any jerk can have a kid. maybe there should be a licensing service to have kids. then the a- holes of the world couldn't reproduce.
