People are fascinated by a bird's eye-point-of-view of thing. Personally I also think it's fun pretending to be a sniper on a rooftop and picking off people at random.

When I got to a tall building I don't look at things on the ground. I don't PAY to go to up a tall building either. But I see the logic in the question.

Because of our naturally curiousty. Probably half for the fact they will tell all their friends what they did, and half for the fact their actually doing it because they personally feel it's enjoyable being so high up, and looking down at everything. Kind of like us humans looking down on little tiny bugs, only now it makes it seems like the humans are the tiny bugs, and you're looking down at a small city
