IMO, the movie teen witch was based in part on the old comic book Sabrina the Teenage Witch, but couldn't be bothered to pay for the rights to it. Melissa Joan "Clarissa" Hart apparently was willing to write that check.
BTW, Sabrina was awesome! Two words: Animatronic cat. 'Nuff said!
