Yes - I've had to pass on many questions because I can't think of either a polite thing to say or how to phrase my answer in such a way that it doesn't get me in dutch with the violations bureau.

I rarely star questions but often get violations for being honest and factual. That pretty much stinks since protesting a violation is a waste of time.

I know of people who block you for staring questions and not answering. I have no idea why.
