Yes, you can get that license at the same place I got my do-do bird and American eagle hunting license.
You could use Rosie O'Donnel as a lure for the whales.
Use an old Volkswagon axle, and attach a grappling hook into her bum, and hire one of the dudes from American Gladiator to throw her out in the sea.
The whales will assume she is one of their own, and while they frolick with her in the ocean, you can start plucking them off with harpoons.
