I dont think they will be banned but it should be the responsibility of the driver to ensure all passengers behave in an appropriate manner while traveling
They are indeed, they can distract the driver more than anything else, however if they're trained right they won't fight (mine never did, they knew how dangerous it was ... for them!)
As you can't turn them off, like you can with a phone, the solution simple - put one in the boot!! (trunk for those from USA)
