I only inform them if its hanging out their pants...and when i do i tell them that they got butt wipe hanging out of their pants
I've seen ALOT of people do that when leaving the rest room.
I usually go up to them and quietly tell them.
I know if I was in their place I would want to know.

well i don't know about you, but i would rather be told than go struttin around thinking i'm hot stuff when i have toilet paper on my shoe. i would just say "why excuse me sir or madam, but you have toilet paper on your shoe!" and leave it at that.

just tell them in a way so that they wont be embarrased. for example, dont point and laugh obviously. just quietly tell them. i would want to kno if i were in their shoes.

eh, well it depends on the person, but i think that you should quietly tell them so that they don't have to embarrass themselves too much by walking around with it on their shoe... i mean it might be kinda awkward to have somebody tell me that i have toilet paper on my shoe.. but i'd rather they tell me then for me to be walking around oblivious all day...
