i have a tendency to look people straight in the face.
I don't look at people's faces. I find that strange. I look straight ahead, but not at people. But then again, idk what you mean by "crowded"?

I look at their crotches. Some chicks don't seem to know when their skirts are see-through.
A little of both. I try not to stare too much, but I also try to avoid looking completely anti-social (which I am).

Mostly in the face, I look down for curbs and steps but otherwise I watch the people.
