Both sometimes I'm ironing so I will put on which ever one is already ironed first.

pants and stuff on first, i don't like putting on my jeans when i have a shirt on, it bothers me, so shirt/top is last

It just depends on whether I've figured out my bottoms first or my tops. Sometimes I know what jeans I want to wear, so I put those on first, but sometimes I know what shirt I want to wear, so I put that on first.
