For the most part inherited because you can't just come up with it if you don't have it. If you don't have it your probably not interested in having it either. But sure you develop it too. Little kids always do stuff to develop it in schools.

well, you can have the capacity to be creative, but if you live an environment where it is not supported or developed, then you'd waste your inherited potential
To an extent, yes... Many attributes are inherited, some physical, some mental & emotional. Tricky subject, though. There's no guarantee of creativity, coordination, musculature, etc. being passed down genetic lines.

both my parents are creative and i am totally untalented
Neither of my parents are able to draw. My mother can paint okay. I am very artistic (not to the point that I could make a living off of it). I think it could play a bit of a part in it. I mean, if your parents are very artistic you will be raised to appreciate art.
