I think he should have to pay for reconstructive surgery...if he can't, then he needs to do community service forever until it is paid for. The state or city or insurance company should put up the cash and make him repay. He should have a valid psych eval done. He should have to go through about a month of life with one eye closed and makeup applied disfigurement so he knows how it feels to be the young lady living the aftereffects of his behavior. But he will never really know, because he'd know that it would end in a month...could he donate one eye to the young lady so she has two good eyes?
I don't know what should happen, but a little jail or prison time won't fix the problem.
