Yes, because lets say you were trying to study how to do something, and then you get so caught up in making sure you are doing it right that you get messed up because of you are trying to remember everything exactly how it is and you forget so you do it wrong. :)

The answer is yes. You can practice till you start to defeat the purpose of practice ie; You lift weights averaging 100 lbs. You decide to practice your technique right before you have to compete, consequently you don't have the strength to lift properly and you fail.

Since perfection is technically unobtainable, the answer would have to be a resounding "YES!" Of course, that shouldn't stop you from trying to gain perfection. You may even come close - just don't actually expect to get all the way there.
