It's usually mailed to them by the courts after a few days, so they'll know what not to do, call them write them, etc, as well as how far to stay away from the person who filed against them. Once they receive it, they'll have the option to call the courts to arrange a court date to contest it, if they so desire.

to get a copy to that individual and 'serve' them their papers

It would be stupid any other way, as they may continue to do things that the order forbids without knowing it.
