Is it rude to answer or talk on the cell phone?!

It's rude to answer it, especially if you were already talking to the person in front of you, but it's even ruder if you answer and then have a full length conversation on the phone and tell the other person to hold on!

But it depends. If the call was an emergency, the other person should be understanding of the situtation...

It is rude, unless the person you are with is an active and willing particpant in the conversation. In general, people need to get off their damned phones and re-introduce themselves to their immediate surroundings.

Cell phones can be annoying, but as long as you're not shouting into one at a restaurant or other public place, and if you answer quietly and without ceremony, and then tell the caller you'll give them a callback later, then it shouldn't be a problem. If you're on business, whether at a meeting or doing lunch, I think you should turn your phone off and check for messages later, unless you're expecting a VERY important call. Then quietly excuse yourself, and make it a VERY short conversation, and then apologize for the interruption. Contrary to what many seem to believe, it's NOT very impressive to be "in demand" on your cell phone.
