Question: Only if there was damage done. That has happened to me when I was a teenager. I bumped into a parked car at a local supermarket. I got out of the car, looked to see if there was any damage done to either cars, then I left. Since there was no damage, I didn't think anything wrong was done. But now, if I did any damage to the other person's car, I would leave a name and address.
