To be honest, there's not much I can think of it. If they are very young, there is nothing they can do, and i don't give the parents a hard time because i imagine myself in their shoes.
People should not bring their children to a restaurant until they are old enough to act appropriately.
If you eat their head first, and save the rest until after the vegetables, it quietens them down pretty quickly. ;o)
