you can try H&M, or Forever 21 or Macys. they have alot.
do not wear leggings, it would look so bad seriously
try shopping on amazon, there are tons of things there and on Ebay too
if you dont want the top showing then im sure your find dresses that way
im sure there must be tons of places where you can find dresses
especially in the summer, there are lots of cute dresses out there
wear a small jacket. like one that goes just a little below your chest.

I'd pick one in a bright colour too
Maybe red if you're blonde
Electric blue if you're brunette
It would brighten up the black a bit
