It used to be, we had the same Thumbs rating as with answers.
Taking it away just led to more questions being reported.
Bill, that is an EXCELLENT idea! We used to be able to thumbs up or thumbs down Q's and this would be similar to that.
No. I don't thumbs down answers (unless they are a spam troll) and I wouldn't attack someone's questions.
