No. The supreme court rules on wether a given piece of legislation is constitutional or not. The president's only power over congress is the veto.

Seeing as how alot of his actions are unconstitutional, that would be quite hypocritical.

That's the job of the Judiciary. It's like their only job.

No. Only the Supreme Court has the authority to rule on the constitutionality of laws.

Yes and no. He can declare them unconstitutional, but only the Judiciary branch can actually do something about it.
