We had a guy like that. It turned into this big Mission Impossible ordeal to get past him.

Tell her she can't come because you are planning a surprise party for her. Either that or just pay another co-worker to run interference and distract her whilst you guys sneak out.
Page her over the office intercom, in a disguised and muffled voice direct her to proceed as quietly and as discreetly as possible, back to her desk to await further instructions and safety briefs....this should give you adequate time to scamper out the front door and not have such a one dimensional gastronomical sissy tagging along~
What about a place that has what you want to eat AND pizza and hot dogs?
Just tell her, "You're more than welcome to come, but we're going to X restaurant, and they don't serve pizza or hot dogs there.. it's your choice.. but that's where we're going"
