I've been in the medical field for years..to answer your question direct to the point,yes it is a form of mercy killing..babies with these kind of problems you mentioned are sometimes detected thru ultrasounds and parents are given the choice if they want to continue the pregnancy or not..the doctors usually gives them the pros and cons..by morality it is not acceptable,a murder,or whatever you may want to call it..but sad to say it is happening in real set up.

Lots of people with down syndrome or hearing impairments or blindness are happy and appreciate living. Are we treating those people as less worthy (parents want a "normal baby") or their lives as less valuable?
If the infant will be born with half a brain, no immunity to infections, multiple birth defects, liver problems, and will be in terrible agony every waking moment, well - that's a different story!
