Multiple times and it does make sense. Your question doesn't sit there waiting for people to answer it. It gets put into a quey and as more questions get asked it drops further and further down the quey. The person who reported your question unless they are stalking you will not see the other question since there are literally thousands of questions being asked every minute. It's ok because if you need answers the good people on Y/A will see it and respond in a positive way for you.

It just depends on who sees your question, the mood they are in at that moment, and who reports you. Yahoo is not doing the screening in any systematic manner.
