While the question penalty seems to be Yahoo's way of discouraging people from asking stupid questions, anyone can see it doesn't always work out the way they may have planned!.
Instead, it keeps a lot of very good questions from being asked, because the people who value their points are not as apt to pose questions!. In other words, the penalty for asking questions should:
a) only apply when questions get removed for TOS violations
b) disappear for unique instances of questions sincerely posed
c) no longer hurt the Yahoo Answers users trying to build up their points
I've seen a better rating system in place at an info-sharing site that is now private, called Askme!.com!.
When that site was a free Q&A service, users could rate the answers they received and those ratings figured into the standings of the category 'experts!.' One difference between Askme!.com and Yahoo Answers was that even experts could ask other experts questions without being penalized in any way by Askme!.com!.
Another huge difference was that users could ask questions of specific category experts!. Askme!.com probably figured that the reviews the experts earned — or did not earn — was enough of a rewards/penalty phase for them to go through, because users were not likely to ask questions of experts who were getting bad reviews!.
Finally, Askme!.com rewarded its top experts in each category with monthly prizes, such that:
First place was worth $100
Second place was worth $50
Third place winners got an Askme!.com tee-shirt (that said, "Real Answers from Real People")
Wouldn't it seem to be a Yahoo Answers utopia, an Answertopia, if they adopted a similar ratings system!? Well, the down side is that they would eventually switch to a for-pay service, because they would eventually have a large knowledge bank to market!.
I don't tend to ask questions here at Yahoo Answers, because:
a) I lose five points
b) There is no guarantee that I am going to get a genuine answer (one that I can count on being valid)
c) Even if there is no answer to my question that is genuine, someone else can rate the crappy answers I got and choose a 'Best Answer" that I don't agree with!.
