As for the balloon, if you want the green answer, it is anywhere inside!. Letting go of a balloon outside means that the balloon can end up somewhere where it can cause a problem!. Animals have eaten them, the strings have gotten wrapped around animals, etc!.Www@Enter-QA@Com
