There are ways to do this, but right now they aren't all that efficient and aren't *supported* by a system that would let such cars *refuel*!.

Basically, in order to get steam to generate enough force to run a modern car, you can't just boil the water off--you have to heat it under some pressure until it gets to boiling at 2000+ degrees Fahrenheit!. O_o
Still, the principle of using a steam engine has been around for *years*!. You can also search the site above for the phrase "six-stroke engine" to see more on the concept of doing a *hybrid* of a steam and gasoline engine inside the same cylinders!.
--And then there's fuel cells!. Basically, they run on hydrogen gas, but the exhaust *ends up* being water!. Trouble is, fuel cells are still working on getting past the "big, bulky stage"!. Honda seems to have made a working prototype of a fuel-cell car though!.
--In the meantime, Mazda is working on a version of its Wankel rotary engine that burns hydrogen as a fuel!. It's less efficient and also produces NOx emissions because the hydrogen burns hot in the rotary!.!.!. But the point is, there's *no way* you can refuel these prototypes as easily as you can a regular car because there's no hydrogen "gas stations" or infrastructure where you can "fill 'er up"!. Not yet anyway!. And building a *crash-safe* gas tank is also an issue!.
Personally, *I* have an idea or two how water could be used to propel a simple small car!.!.!.!.but there's no guarantee that it would fly with mainstream engineers (who would mock it as inefficient, taking too much energy to use!.!.!.!.never mind that petroleum based fuels are reaching that point *in spite of* the infrastructure's being paid for)!.
