Particularly, police/sheriffs/citizen observers/cops the like!.

Would not do their job for $1,000,000!. I don't know about citizen observers, the law enforcement personnel on the street never knows if they will go home alive after their shift!.

On certain matters the system is very strict and highly praiseworthy , while on the other hand, there are some areas where it is very much lacking!.Www@Enter-QA@Com
