I believe that this story is just a fabrication at least regarding the supposed prohibition on serving blacks and mongolians!. I saw another story that was obviously based upon the one you cited but the other story did not reference this article at all!. It seems to me to be a plant by some that wish to create ill will!.
On the other hand, it is being widely reported that China's government is trying to control things closely in preparation for the games which is just the usual heavy handed behavior brought on by the paranoia on the part of the authorities there!. There is no doubt about that!. But the allegations about blacks and mongolians seem just plain silly and I won't take them seriously unless reported by more reputable news sources!.
I am half Chinese (my mother was born in China) and I am going to China in August with my sister to visit relatives (in Shanghai) and to attend the games in Beijing! I have been to China a few times in the past too!.Www@Enter-QA@Com
