This is a very interesting question actually!.
I Joined in January 2008, but did not use it as frequently until March time!.
My Current Level : 3
I have asked about 70 questions
What inspired me to join :
I had a couple of questions regarding a past relationship, and kept seeing the name 'Yahoo Answers' everywhere, so eventually I thought right, well I'll have to give it a go then!. So I did, and glad of it too!.
Answer > Time : 6 Months!.
The Level goes on Points, so if you were to ask 15 questions a day and didn't answer many, you would not be on such a high level, and obviously if you kept asking, but didn't answer, then you would be on a lower level!.

Im less the 1000points away for level 5 so I'm really pushing it now!.

took me about a week to get to level 2 and its been about 4 weeks and im almost on level 3 in about a few days i should be!. i answer alot of questions =]Www@Enter-QA@Com
